Almost everyone asking this has already looked at the competitor's site and concluded it is worse than theirs. That is usually true, and it is also beside the point.

The short answer

Ranking is not a judgement on which site looks better. It is mostly about which one answers the search more directly, has been around longer at that address, and gets mentioned in more places. Design barely enters into it. That is annoying, and it is also good news, because two of those three are things you can work on without a rebuild.

What am I actually comparing?

The wrong thing, if you are comparing homepages. Search a term you care about and look at which of their pages Google chose. It is rarely the homepage. It is usually a page built for that one question.

That is the first gap and often the whole story. They have a page about the thing somebody searched. You have a services page that mentions it in a list.

Do they just have a better website?

Three things, usually, and none need a developer.

A page per question. If they rank for six searches, they often have six pages. Not one page mentioning six things.

Plain answers near the top. The page states the answer in the first line rather than warming up for four paragraphs.
